Which rules govern this pack?

The two rulebooks never mix. Only the rules of the instrument selected here are loaded, and a finding from the other one cannot appear below — judging a drug carton against the food regulations produces findings that are internally correct and drawn from entirely the wrong law.

What this can and cannot judge

Presence and wording are judged from the text you paste. Anything geometric — character heights, logo size, placement, contrast — cannot be judged from text and is reported separately as needing artwork measurement, with the requirement stated. It is never reported as met.

If it does not — which is normal for print-ready artwork — the words are read off the picture by machine, every such field is marked, and none of them is reported as met.
